Kovadis Costa Rosado is the founder of Broken Chains Advocacy, Inc. and a lifelong community leader in Fall River. A driven entrepreneur with a background in business, she has owned multiple successful businesses and brings a diverse perspective and a proven record of leadership to every opportunity. Deeply rooted in Bristol County, Kovadis is committed to strengthening the recovery community through advocacy, collaboration with local organizations, and hands-on leadership. She founded Broken Chains not as a business venture, but as a calling — driven by a belief that every person deserves a safe place to rebuild their life.

A recovered addict and licensed clinician at Mass TC Clinical Group CSS, Yolanda holds a Bachelor's degree in Human Services and Theology. Her lived experience and clinical expertise make her a compassionate and effective leader in the recovery community.

A sober home owner and recovered addict with over 20 years of sobriety, Tiffany brings firsthand knowledge of the recovery journey and a deep commitment to supporting others on their path to lasting change.

Dottie Sutter is a life coach, political activist, and paralegal whose broad experience in advocacy and community service strengthens the board's commitment to meaningful change.

Sam Sutter is a distinguished attorney who previously served as District Attorney of Bristol County and Mayor of Fall River. His extensive legal and public service background provides invaluable guidance to the organization.

Angela Robeiro brings a strong clinical foundation to her role, with expertise in nursing, tactical and medical response, AED, CPR, and occupational therapy. Her hands-on skills ensure the highest standard of care within the organization.
